The recent story I found about 450 million rounds of hollow point .40 cal rounds that Homeland Security wants to purchase is not the first time that DHS has requested millions of rounds.
It seems in August of 2009 a demand for 200 million rounds, spread over 5 years (2009-2014) was won by Winchester Ammunition.
WASHINGTON, D.C. — Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.
The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.
But because firearms are just one part of a well kept militia – there is other evidence of possible shenanigans. This request for 15,000 gun cleaning kits for .40 caliber weapons was issued in July, 2011:

Ah, so we have 200 million rounds, plus 450 million rounds, and 15,000 gun cleaning kits. So all you need are the firearms!
Not so fast. On March 16th of this year, the DHS has issued a request for firearms simulators. Here is an image of what they consider a threat:
It looks like a person in a non-threatening posture. You can find the PDF here. And the caliber of choice? .40 caliber.
So the big questions are:
Why are 650 MILLION .40 caliber rounds needed? The interesting point is that these ammunition purchases are done in 5 year blocks. It breaks down to this:
2009 – 40 million rounds
2010 – 40 million rounds
2011 – 40 million rounds
2012 – 130 million rounds < – Election year!
2013 – 130 million rounds
2014 – 90 million rounds
2015 – 90 million rounds
2016 – 90 million rounds <- Election year!

Why are the targets in the simulator appear to be passive targets?
