Jeffrey Epstein's Criminal Network: What Court Records Actually Prove

Only three people were convicted in U.S. courts for crimes related to Jeffrey Epstein’s decades-long sexual abuse operation—Epstein himself (2008), accomplice Ghislaine Maxwell (2021), and a butler convicted of obstruction. Despite identifying over 1,000 victims, a draft 60-count federal indictment, and billions in suspicious financial transactions through major banks, the legal system produced a 13-month county jail sentence, one 20-year federal conviction, and over $600 million in civil settlements—but no additional criminal prosecutions.

This gap between the documented scale of abuse and the narrowness of accountability defines the Epstein case. A controversial 2007 non-prosecution agreement, his death in federal custody under suspicious institutional failures, and ongoing disputes over document transparency have fueled both legitimate systemic concerns and unfounded conspiracy theories.

Understanding what court records actually prove—versus what remains unresolved or purely speculative—is essential to holding institutions accountable without descending into misinformation.

The Pyramid Scheme of Abuse

Epstein’s criminal operation functioned as a structured hierarchy documented in trial testimony and court filings. At the top: Epstein and Ghislaine Maxwell, whom prosecutors called the “enabler in chief.” Below them operated a layer of assistants—Sarah Kellen (logged on 338 flights), Nadia Marcinkova, Lesley Groff, and Adriana Ross—all named as co-conspirators in the 2007 non-prosecution agreement but never criminally charged. (Sources: U.S. Department of Justice, Ghislaine Maxwell Sentencing, June 2022; U.S. District Court, SDNY, Maxwell Trial Records)

Pilots Larry Visoski and David Rodgers maintained flight logs spanning roughly 1,000 trips. House managers, schedulers, and financial advisors formed the operational base.

Victims consistently described a recruitment pattern resembling a pyramid scheme. Girls as young as 14 were approached at schools, malls, and through social networks with offers of paid “massage” work. Maxwell or an assistant would normalize the situation—befriending victims, taking them shopping, discussing sexual topics casually. After each encounter, victims received hundreds of dollars in cash and additional payments for recruiting friends. (Source: Trial testimony, U.S. v. Maxwell, 2021)

The operation spanned Epstein’s Palm Beach mansion, Manhattan townhouse, New Mexico ranch, Paris apartment, and his private Caribbean island, Little St. James.

Financial Scale:

Financial records revealed in JPMorgan and Deutsche Bank lawsuits showed Epstein dispensing approximately $200,000 per year in cash to victims. JPMorgan processed over $1 billion in Epstein-related transactions between 2003 and 2019, filing suspicious activity reports as early as 2002 but maintaining the relationship until 2013. (Source: JPMorgan Chase Settlement Documents, 2023) Judge Jed Rakoff wrote that “several pieces of evidence suggest that JP Morgan either knew or should have known that Epstein conducted a sex-trafficking venture long before 2006.” (Source: U.S. District Court, SDNY, DOE v. Deutsche Bank, 2023)

The Epstein Victims’ Compensation Fund paid out more than $120 million to approximately 150 claimants by August 2021. A July 2025 DOJ/FBI memo stated Epstein “harmed over one thousand victims,” with over 1,200 victims or relatives identified in the released files. (Source: Federal Bureau of Investigation, Epstein Investigation Summary, July 2025)

Who Was Convicted, Who Was Named, Who Was Not Charged

The distinction between proven criminal conduct and mere association is the most important—and most frequently blurred—aspect of this case.

Ghislaine Maxwell – CONVICTED

Ghislaine Maxwell was convicted on December 29, 2021, on five of six federal counts, including sex trafficking of a minor and sex trafficking conspiracy. (Source: U.S. Department of Justice, Southern District of New York, December 29, 2021) Four victims testified at trial. Judge Alison Nathan sentenced her to 20 years in prison, noting her “direct and repeated participation in a horrific scheme.” Prosecutors established Maxwell received approximately $30 million from Epstein between 1999 and 2007. (Source: U.S. v. Maxwell Sentencing Judgment, June 2022)

The Second Circuit affirmed her conviction in September 2024, and the Supreme Court declined to hear her appeal in October 2025. In July 2025, Deputy AG Todd Blanche interviewed Maxwell in prison about approximately 100 individuals. She invoked the Fifth Amendment before the House Oversight Committee on February 9, 2026. (Source: House Oversight Committee Testimony, February 2026; DOJ Interview Records, July 2025)

Named Co-Conspirators – NEVER CHARGED

Four named co-conspirators in the 2007 agreement—Sarah Kellen, Lesley Groff, Adriana Ross, and Nadia Marcinkova—were never charged despite documented involvement. Judge Nathan described Kellen as “a knowing participant in the criminal conspiracy.” (Source: U.S. v. Maxwell Trial Transcript) The 2007 agreement’s immunity clause extended beyond these four to “any potential co-conspirators”—language multiple legal experts called unprecedented and problematic. (Source: Non-Prosecution Agreement, September 2007)

Jean-Luc Brunel – DIED IN CUSTODY

French modeling agent Jean-Luc Brunel, whose MC2 agency was financed by Epstein, was arrested in Paris on charges of rape of minors and sex trafficking. He was found hanged in his cell at La Santé Prison on February 19, 2022—his death ruled a suicide. He never stood trial. (Source: French National Police Records; Wikipedia, Jean-Luc Brunel)

The Unsealed Documents – What They Actually Show

The 2023–2024 unsealing of court documents and the 2026 release of 3.5 million pages has revealed hundreds of names. Here’s what the evidence actually shows:

What Being Named DOES NOT Mean

Being named in Epstein files does not indicate criminal wrongdoing. Many names appeared in passing. Some are victims or witnesses. The court itself emphasized this distinction when documents were unsealed. (Source: U.S. District Court, SDNY, Judicial Guidance on Unsealed Documents, January 2024)

Named Individuals – Key Distinctions:

Prince Andrew — Virginia Giuffre alleged Maxwell directed sexual contact when Giuffre was 17. Andrew denied all allegations, settled Giuffre’s civil suit for a reported $14 million in February 2022 without admission of liability, and was never criminally charged. (Source: Giuffre v. Prince Andrew Settlement, February 2022)

Bill Clinton — Mentioned over 50 times in documents and flight logs confirmed travel on Epstein’s plane. However, Giuffre’s own lawyer stated her client made no allegations of illegal actions by Clinton. Never charged. (Source: Epstein Flight Logs; CNN Reporting, January 2024)

Donald Trump — Mentioned in documents; pilot testimony confirmed Trump flew on Epstein’s planes. No specific criminal allegations appeared in unsealed documents. Never charged. (Source: Epstein Flight Logs; Pilot Testimony)

Alan Dershowitz — Accused by Giuffre of sexual contact when she was a minor, but Giuffre withdrew her lawsuit in 2022, stating she “may have made a mistake in identifying him.” He served as Epstein’s defense attorney in the 2007 NPA negotiations. Never charged. (Source: Giuffre v. Dershowitz, Withdrawal of Complaint, 2022)

Bill Richardson, Glenn Dubin, George Mitchell — Named in Giuffre’s depositions with sexual allegations. All denied the claims. Richardson died in September 2023. None were charged. (Source: Giuffre Deposition Testimony; U.S. District Court Case Files)

The FBI’s “Co-Conspirator” List

An FBI document designated Les Wexner—Epstein’s only known billionaire client who granted Epstein power of attorney in 1991—as a “co-conspirator.” This is an investigative assessment, not a legal determination. Wexner has never been charged and denies knowledge of Epstein’s crimes. (Source: Federal Bureau of Investigation, Internal Investigative Memo, August 2019)

The 2008 Plea Deal – How a 60-Count Indictment Became 13 Months

The single most documented instance of potential institutional failure is the 2007 non-prosecution agreement negotiated by then-U.S. Attorney Alexander Acosta.

The Investigation:

Palm Beach police began investigating in March 2005. Chief Michael Reiter’s department conducted a 13-month undercover investigation identifying 27 girls and women between ages 14 and 23 visiting Epstein’s home. When the State Attorney declined serious charges, Reiter took the extraordinary step of asking him to recuse himself and referred the case directly to the FBI. (Source: Miami Herald Investigation, “Perversion of Justice,” November 2018)

The Indictment That Never Happened:

Federal prosecutor Marie Villafaña drafted a 53-page, 60-count indictment in May 2007, describing Epstein as “an extremely high flight risk and a continued danger to the community.” But after months of negotiations with Epstein’s high-powered legal team, Acosta signed the NPA on September 24, 2007—one day before the indictment was to be presented to a grand jury. (Source: DOJ Office of Professional Responsibility Review, November 2020)

The Deal’s Terms:

Epstein pleaded guilty to two state felonies
Received 18-month county jail sentence
Work release allowed him to leave jail 12 hours per day, six days per week
He served approximately 13 months
The NPA was negotiated in secret; its text stated it “will not be made part of any public record”
Victims were never consulted

(Source: Non-Prosecution Agreement, September 24, 2007)

The Aftermath:

In February 2019, Judge Kenneth Marra ruled the government violated the Crime Victims’ Rights Act by concealing the NPA from victims. (Source: U.S. District Court, SDFL, Marra Opinion, February 2019) The DOJ’s Office of Professional Responsibility, in its November 2020 review, concluded Acosta exercised “poor judgment” but did not commit “professional misconduct.” (Source: DOJ Office of Professional Responsibility Report, November 2020)

Prosecutor Villafaña told OPR investigators that evidence on computers seized from Epstein’s home, if recovered, “would have put this case completely to bed.” She described being told she “may not dictate the dates and people you will meet with”—which she interpreted as intimidation. (Source: DOJ OPR Interview Records, 2020)

Epstein’s Death and Institutional Failure

Epstein was arrested July 6, 2019, and held at Metropolitan Correctional Center in Manhattan. On July 23, he was found semi-conscious with marks on his neck. After six days on suicide watch, psychological staff removed him. On August 8, he signed his last will and testament. The next day, his cellmate was transferred out with no replacement assigned. (Source: DOJ Inspector General Report, June 2023)

The Night of August 9-10:

Guards Tova Noel and Michael Thomas fell asleep and failed to conduct required 30-minute rounds for over eight hours, later falsifying records to show checks had been performed. At approximately 6:30 a.m. on August 10, 2019, Epstein was found hanged in his cell. (Source: CNN Timeline, November 2019)

The Official Determination:

NYC Chief Medical Examiner Dr. Barbara Sampson ruled the death suicide by hanging. (Source: New York Medical Examiner’s Office, August 2019) Dr. Michael Baden, hired by Epstein’s brother, disputed the finding, noting three neck fractures he called “more consistent with homicidal strangulation.” However, multiple forensic experts countered that such fractures are consistent with hanging in older individuals. (Source: PBS NewsHour, June 2020)

What the Evidence Shows:

The DOJ Inspector General’s June 2023 report found “numerous and serious failures” at MCC—no cellmate assignment, no rounds conducted, falsified records, non-functional cameras—but stated: “We did not uncover evidence contradicting the FBI’s determination regarding the absence of criminality in connection with Epstein’s death.” (Source: DOJ Office of Inspector General, Report on the BOP’s Custody, Care, and Supervision of Jeffrey Epstein, June 2023)

The key facts: One functioning camera showed no one entered Epstein’s tier between 10:40 p.m. and 6:30 a.m. The guards accepted deferred prosecution agreements requiring only 100 hours of community service. (Source: Same OIG Report)

Attorney General William Barr ultimately described the death as “a perfect storm of screw-ups.” The evidence supports catastrophic institutional negligence. It does not support homicide, though the absence of a photograph of the body as found and camera malfunctions leave an evidentiary gap that fuels ongoing speculation. (Source: Barr Statement, 2019)

The “Client List” That Doesn’t Exist

The popular expectation of a definitive “client list” naming powerful men who participated in Epstein’s abuse has collided with documented reality.

AG Pam Bondi stated in February 2025 that such a list was “sitting on my desk,” but by July 2025 announced the DOJ found “no incriminating ‘client list.'” (Source: DOJ Press Conference, July 2025) Judge Paul Engelmayer, reviewing sealed grand jury materials, explicitly stated they “do not discuss or identify any client of Epstein’s or Maxwell’s.” (Source: U.S. District Court, SDNY, Judicial Opinion, 2024)

What Actually Exists:

The “Black Book” — 97 pages with approximately 1,571 names. This was a phone directory that included celebrities alongside gardeners, hairdressers, and electricians. (Source: Medium Analysis; Epstein Files, 2024)

Flight Logs — Establish only that a person was on a plane, not what occurred at any destination. (Source: Epstein Flight Logs, Released Documents, 2024)

Epstein’s 18,000+ Emails — Obtained by Bloomberg News in September 2025, showing social and business correspondence, not a criminal ledger. (Source: Bloomberg Investigation, September 2025)

FBI Interview Summaries (302s) — Do contain specific allegations against named individuals, but prosecutors determined insufficient evidence for federal charges. (Source: FBI Case Files; DOJ Investigation Records)

The Core Question:

An AP review of internal DOJ records found the FBI collected “ample proof that Jeffrey Epstein sexually abused underage girls but found scant evidence the well-connected financier led a sex trafficking ring serving powerful men.” (Source: Associated Press Investigation, 2024)

Prosecutor Maurene Comey wrote that no seized videos or photos showed victims being abused, none showed males with nude females, and none contained evidence implicating anyone other than Epstein and Maxwell. (Source: DOJ Investigation Summary, 2024)

The Transparency Fight

Julie K. Brown’s November 2018 Miami Herald series “Perversion of Justice” catalyzed Epstein’s 2019 arrest. The series documented how prosecutors “worked with Epstein’s defense attorneys against victims’ interests.” (Source: Miami Herald, “Perversion of Justice” Series, November 2018)

The Financial Settlements:

JPMorgan: $365 million combined (victims and USVI)
Deutsche Bank: $75 million
Epstein’s estate: $105 million
Leon Black: $62.5 million
Total: approximately $607.5 million

The Document Release:

The Epstein Files Transparency Act passed the House 427–1 in November 2025 and was signed into law, requiring release of all unclassified DOJ/FBI records within 30 days.

The DOJ released approximately 3.5 million pages, 180,000 images, and 2,000 videos by January 30, 2026. Yet compliance has been contested. Representatives Ro Khanna and Thomas Massie identified redacted documents including the 2007 draft indictment, FBI interview summaries, and hundreds of thousands of Epstein computer files that remain withheld. Twelve senators called for an IG audit of DOJ compliance.

Conclusion: Systemic Failure Is Documented

The factual record establishes multiple layers of institutional failure that do not require conspiracy theories to be deeply troubling:

A state attorney declined serious charges despite substantial police evidence
A federal prosecutor shelved a 60-count indictment through a secret agreement that violated victims’ rights
That agreement granted unprecedented blanket immunity and shut down an active FBI investigation
A county jail granted a convicted sex offender 12 hours of daily freedom
Federal detention officers slept through their duties while cameras malfunctioned
After the most comprehensive document release in DOJ history, bipartisan members of Congress say key files remain withheld

Three Essential Facts:

Maxwell’s conviction proved a structured trafficking operation existed—the jury found conspiracy and sex trafficking beyond reasonable doubt
No additional individuals have been federally charged despite over a decade of investigation, victim testimony, and an FBI co-conspirator list
The 2007 NPA permanently foreclosed investigative avenues prosecutors believed would have strengthened the case enormously

What is proven: Epstein and Maxwell ran a multi-year, multi-state sex trafficking operation targeting minors.

What is documented but unresolved: The full scope of participation by others and whether the investigative record represents the complete picture.

What remains speculative: Claims about homicide, the existence of a master “client list,” and assertions about organized trafficking without corroborating evidence in the disclosed record.

The distance between these categories—proven, unresolved, and speculative—is where legitimate accountability demands must be distinguished from unfounded theory.
